It can be applied to wet or dry hair to help maintain your hair style all day without clumping or hardening. It doesn't contain any co-polymers (plastic) that many department store brands contain so it never feels dry, flaky or sticky. To use: Rub between palms and spread with fingers throughout wet or dry hair.
